Changes in RF exposure guidance

The FCC has published an update to KDB Publication 447498 D01 General RF Exposure Guidance v06, RF Exposure Procedures and Equipment Authorization Policies for Mobile and Portable Devices. The FCC has informed that the 447498 D01 General RF Exposure Guidance v06 will be replaced by 447498 D04 Interim General RF Exposure Guidance v01 from 1st of April 2022. The KDB 447497 D01 V07 RF will follow on later date. During this transition period form V06 to V07, the 447498 D04 Interim General RF Exposure Guidance is used as guidance. All manufacturers, laboratories, and TCBs must comply with the new regulations.

Upcoming changes to the FCC RF exposure guidance

In the new 447498 D04 Interim General RF Exposure Guidance and in KDB 447497 D01 V07, there will be some significant changes to the RF exposure evaluation rules compared to the previous guidance. In the new guidance there is 1 mW blanket exemption which applies for single fixed, mobile, and portable RF sources with available maximum time-averaged power of no more than 1 mW, regardless of separation distance. For the maximum time-averaged power above the 1mW, there are SAR-based thresholds, which are derived based on the frequency, power, and separation distance of the RF source.

One significant update is that the exemption power thresholds in new guidance are generally lower at the test separation distances less than 20mm compared to old guidance. In practice this means that in the future more SAR testing is performed for devices used closer than 20mm from to body as the available maximum time-averaged power is above new thresholds.
